However Psychic will probably be used on your Water type and Fire and Ice Punch are Emerald Move tutor moves or breeding moves (breeding doesn't unlock until post game). And I'm not just talking about legendary birds or Snorlax. Some wild pokemon can show up at a higher level than a party sometimes. Or at least close.

Or, again, you can just level up a lot of your pokemon. For the third gym, ground types are best, and there are a lot of options, including Nidoking, Geodude/Graveler, Diglett/Dugtrio, etc. Grass types work okay too since they resist Electric. After that, it should be pretty easy to create a team that's balanced enough to take on everything else.
