A Sydney council is attempting to block the development of 800 new homes in the already built-up suburb of Zetland despite the site being located outside the council’s boundaries.

A row over a proposed 855-dwelling development which would house 2,000 residents at Zetland is being seen as a test for the New South Wales government in the battle over Sydney development.
