One after another, concerned animal rescuers, Owasso residents and non profit leaders spoke at Owasso’s City Council meeting to highlight their concerns with the Owasso Animal Shelter's practices.

Four candidates are vying for the Ward 2 City Council seat this year. The primary election takes place Aug. 1, followed by the general election Nov. 7.
