Aiken City Council gave unanimous first-reading approval July 14 to an ordinance creating a consent agenda for routine matters to be voted on as a group.

Per the terms of the consent form, Mr. McDonnell authorized a Special Agent or other person designated by USACIDC to conduct a complete search of all "digital media including cell[ ]phones, ...
