If Automatic sample submission is off in Windows Defender and is not getting enabled, check your Registry or Group Policy settings.

To stop automatic sample submission by Windows Defender in Windows 11, open Windows Security > Virus and threat protection. Locate Automatic sample submission and toggle the swith to Off position.
