A car was stalled on the expressway when a semi truck wasn't able to stop and struck it, Illinois State Police said.

Traffic unit officers are currently on scene and are asking nearby drivers to avoid the area and find an alternate route while emergency personnel handle the situation.

"Yes, we're tired of this. Every time heavy rain hits, our streets flood. The City needs to finally fix the problem," said one concerned homeowner.
