California Forever’s proposed new city in Solano County could shrink if Suisun City successfully annexes nearly 23,000 acres.

The Suisun City Council voted 4-1 to approve a reimbursement agreement with California Forever regarding the possible annexation of more than 20,000 acres at its meeting Tuesday evening.
