The Ice "Fiends" for this specific challenge are the small ones that don't do anything, so only killing those will count toward the 250 you need. I assume the others will pop up in challenges later.

Just remember that you only need to kill one Ice Shard per game to work toward this challenge, as 2 or 3 won’t do you any good in regard to finishing it up early.
