About 20 of the orange safety cones used by Michels Construction disappeared from near Maplewood over three weeks, including about 10 in one weekend.

The guns, which have orange tips to indicate they are not an actual firearm, propel small plastic balls, which according to Virginia law, makes them a weapon.
