There’s snow, freezing rain ... when snowflakes partially melt then refreeze before reaching the ground as “frozen rain drops that bounce on impact,” according to the weather service.
The NWS tells WLWT it occurred between 5:19-5:26 p.m. WLWT's Randi Rico says this is not because of actual snow, but because the NWS counts any frozen precipitation towards "snow" total.
