Hard lessons learned from a devastating earthquake in 1997 have helped Taiwan avoid mass casualties in what was the island’s strongest quake in 25 years.

A preliminary 5.2-magnitude earthquake with an epicenter in Kern County was felt across Southern California. The temblor was followed by at least 60 aftershocks.
