Uzbekistan, and its capital city Tashkent, seem to fit into that category. Located in Central Asia it was part of the Soviet Union until it achieved independence 30 years ago.

However, departing the airport for downtown Tashkent, I was stunned to see that the city is, at least in my opinion, the best capital city in frontier/developing Asia.
