SAN DIEGO — The California Department of Motor Vehicles has announced plans to introduce a new license plate format in 2026, as the current system is projected to exhaust all available combinations.

So 999ZZZ9 will be the last license plate sequence in the next combination. This sequence doesn't impact custom license plates that don't follow any combination rules, but must be approved by the DMV.
