California’s top prosecutor says he has asked a court to give the state control of Los Angeles County’s troubled juvenile detention facilities because incarcerated young people are enduring unsafe conditions,

California Attorney General Rob Bonta claims the Los Angeles County juvenile halls have failed to address illegal and unsafe conditions.

Rob Bonta said the county has failed to comply with 75% of the terms of the stipulated judgement that the county agreed to 4 1/2 years ago.
