California Gov. Gavin Newsom filed an emergency motion on Tuesday to block the Trump administration's deployment of Marines and National Guard.
The order takes effect at noon Friday. It says the deployment of the Guard was illegal and both violated the Tenth Amendment and exceeded the president's statutory authority.
