If you are talking main beach at boardwalk bethany they discourage it due to wanting restrooms to stay clean. I know down around inlet people use those for changing and quite frankly it's disgusting if you go in to use bathrooms. There is sand, wAter, slop, everywhere. Could be why most places discourage it. There is showers to rinse off very well. Then air dry. My family does this, and we spend time taking a stroll to air dry before getting into vehicles. We change upon getting back to rental place.

There are several small metered parking lots in Bethany Beach. You are able to use your debit/credit card or quarters at the pay stations. I chose quarters and it cost me $10 for four hours of parking. Much more expensive than I am used to back at home. Yes, I have heard that the parking time is strictly enforced. Make sure if you are running out of time and want to stay longer you add additional time to your vehicle. One nice thing is the parking lots are close to the beach. You don't have to drag all your beach gear for blocks before you get to the beach!
