what time does the train leave Canon city and how much

Check their website! IIRC, there are several departures daily, and the ticket prices differ. There are different seating areas, some tickets include a meal or food, etc. Lots of choices!
Will there be hot chocolate and cookies available? If not, can we bring our own?

There was a nice menu - we had breakfast; I think there were desserts/cookies but not sure about the hot chocolate. Probably the website can give you specifics.
When you park, are there places to park that will be in the shade so that we can leave my dogs in the car. My husband is handicapped so that makes it a little harder.

There's a lot of parking but a lot is in the sun. With the length of the ride and the movement of the sun, it wouldn't be safe to leave dogs unattended.
