It tends to range between 50-70 degrees throughout the year. You'll want to check with the National park service or USGS to see if enough water running that time of year to accomodate kayaks or canoes.
Yes, I believe all entrances/exits to the trails require you to either enter the main building or have a tour guide that opens a side entrance for a special event.
